LEARN

                     Job Title: Executive Director

Formal Organization Relationships:

The Executive Director is responsible to and is evaluated by the LEARN Board of Directors. The Executive Director has the general supervisory responsibility for all personnel in the Agency and specific supervisory responsibility for administrative personnel and such other personnel as may be appropriate.

Statement of Job Purpose:

The Executive Director is the chief executive officer for the LEARN Board of Directors. In harmony with the policies of the Board, state laws, and State Board of Education regulations, the Executive Director has executive authority over the Regional Education Service Center and the responsibility for its supervision, general program administration and planning. 

Statement of Job Responsibilities:

     A.      Administrative: 

Is responsible for the initiation/revision and development of Agency policy for LEARN Board action. 

Is responsible for the establishment and implementation of administrative procedures for LEARN operations in accordance with Board policy.

Is responsible for periodic review of the organization and function of the administration of the Agency and for recommending to the Board such changes as may improve the efficiency and productivity of the Agency. 

In consultation with the Board establishes annual action goals, prepares strategies for achieving those goals and criteria for evaluating the accomplishment of those goals.

    B    Education Program: ·      

Gives general direction to Administrators in establishing and maintaining coordination and continuity in programs.

Keeps informed of modem educational thought and practices and keeps the Board informed as well. 

Plans for the continued development of Agency personnel through professional meetings, seminars, workshops, and in-service programs. 

CBusiness and Financial Operations: 

 Is responsible for the establishment and implementation of general administrative procedures for LEARN operations in accordance with all State and Federal laws. 

 Is responsible for the overall preparation and presentation of the annual budget with accompanying service and tuition rates for approval by the Board. 

Is responsible for the overall fiscal management of LEARN and the preparation of monthly financial reports for the Board review. 

Is responsible for the negotiation and review for all vendor contracts and leases prior to authorization for services or final action by the Board.

      D.      Facilities: 

Is responsible for insuring that all LEARN programs are located in appropriate facilities for the adequate delivery of services.

      E.       Relationships: 

Is responsible for the establishment of mechanisms to conduct periodic needs assessments with member school districts and establish priorities for programs and services.

Is to establish on going relationships between LEARN and the local school districts, institutions of higher education and other state and local agencies for the development and provisions of educational services. 

 

 Is to develop connections with area businesses and corporation to enhance the educational opportunities for the children of the region. 

 

Works with area legislators to establish legislative initiatives that will benefit RESCs and the concept of Local Education Association (LEA) collaborations.

 

Meets regularly with the Commissioner of Education or designee, RESC Executive Directors and member Superintendents Associations for the purpose of providing information on current LEARN programs, assessing needs, sharing proposals to meet those needs and developing legislative initiatives.

 

Is responsible for educating the community at large concerning the programs provided by LEARN and how the RESC {"Its into the spectrum of public education in Connecticut. 

 

When appropriate, serves in an ombudsman capacity between the Local Education Associations (LEAs) and the CT State Department of Education concerning regional or cooperative programs. 

 

Is responsible for increasing Local Education Association (LEA) awareness of LEARN support capabilities.

        F.         Personnel:

Assigns responsibility and authority, determines work relationships, defines achievement expected of personnel under his/her direct supervision and supervises this function as applied to other personnel. 

Reviews all certified staff evaluations with the appropriate supervisor and evaluates all staff under his or her direct supervision. 

 

Establishes a productive tone and fosters a high level of morale within the staff as a means of enhancing the effectiveness of the Agency.

       G.        Records and· Reports: 

Informs and advises the Board about legislative concerns that pertain both to LEARN and the Local Education Association (LEA). 

Prepares and submits a full written report annually to the Board on the state of the Agency and includes any plans or suggestions for improvement.

 

Prepares and submits all required State. Federal and local reports, forms and files, and generally assumes responsibility for all governmental compliance requirements. 

 

Informs and advises the Board about programs, practices and problems of the Agency and keeps the Board informed of the activities operating under the Board authority.

      H.       General: 

Delegates at his or her own discretion to other employees of the Agency the exercise of any powers or discharge of any duties with the knowledge that the delegation of power or duty does Dot relieve the Executive Director of final responsibility for the action taken under said delegation. 

Acts on own discretion if action is necessary in any matter not covered by board policy and reports such action to the Board as soon as possible. 

Attends all Board meetings and participates in all Board deliberations, except when matters relating to her/his own employment are under consideration. 

Is responsible for drafting Board agendas in consultation with the Board Chair and providing the necessary documentation and recommendations to ensure the making of informed decisions. 

Accepts additional assignments as directed by LEARN Board. Consistently works to improve his/her personal skills and knowledge 

     Qualifications for the Job:

Certification/Qualification: Eligible for Connecticut School Superintendent's certification.

 Education: Minimum of a Masters in Education, plus 30 semester hours of graduate credits beyond a Masters.
