Outstanding Achievement in ESA Writing and Research Award

The Outstanding Achievement in ESA Writing and Research Award recognizes individuals or agencies for their contributions to advancing the understanding of regional Educational Service Agencies (ESAs) through research, writing, or publications. This award celebrates those whose work has had a lasting impact on the educational community at the regional, state, and national levels. Nominees may include any individual whose scholarly efforts align with this award's intent and contribute to the research base on ESAs.

Criteria for the Award

  • Advancement of the goals and philosophies of educational service agencies.
  • Scholarly nature of the work(s) produced.
  • Impact of the research on educational service agencies.

Joan Wade and Michael ClarkWillamette Education Service District Communications Team/OR

The Willamette ESD Communications Team has shown extraordinary leadership in educational communications, using innovative multimedia strategies to support districts across Oregon. Led by Michael Clark, their work has enhanced district engagement, crisis communication preparedness, and strategic communication support, setting a model for excellence statewide. Read more here.

This award is given in honor of Dr. Robert E. Stephens, a respected champion of ESAs and the author of the original legislation that led to the creation of one of the first ESA systems in the country, Iowa’s Area Education Agencies (AEAs). His primary research focused on ESAs and rural education. Dr. Stephens was a lifelong supporter of AESA’s mission, and his works, including the book The Educational Service Agency: American Education's Invisible Partner, have been invaluable in shaping the understanding and development of ESAs across the country.
